Abstract
Die Kinder- und Jugendhilfe gilt als öffentliche Infrastruktur der Erziehung und Bildung. Einer Inanspruchnahme von Hilfen zur Erziehung im Rahmen der KJH geht die Feststellung eines erzieherischen Bedarfs voraus. Demnach steht häufig eine Defizitdiagnose elterlicher Erziehung und Bildung am Beginn einer Hilfe, mit nicht selten stigmatisierender Wirkung. Der vorliegende Schwerpunkt beschäftigt sich mit den Perspektiven einer „Bedingungslosen Kinder- und Jugendhilfe“, womit nach den Möglichkeiten einer breiten und niedrigschwelligen Zugänglichkeit zu Hilfen zu Erziehung gefragt werden soll, aber die Kinder- und Jugendhilfe auch generell in ihren Strukturen in den Blick genommen wird.
Child and youth welfare is regarded as a public infrastructure for upbringing, education and care. Nevertheless, the utilisation of educational assistance within the framework of child and youth welfare is preceded by the identification of an educational need. Accordingly, a diagnosis of deficits in parental upbringing, education and care is often the starting point for assistance, which often has a stigmatising effect. This issue of the journal focuses on the prospects of “unconditional child and youth welfare”, which is intended to examine the possibilities of broad and low-threshold access to educational assistance, but also to look at the structures of child and youth welfare in general.
